Stephanie says she will have to talk to her people, and reluctantly agrees to do so. He then proposes a face-to-face meeting, and asks Stephanie to choose the time and location. Excited to learn of this, Eugene reveals that his group is located in Virginia. This leads Stephanie to conclude that their groups are located relatively close to each other. Eugene realizes that the satellite she observed is the same one that crashed near Oceanside. She is slightly peeved that he is "in the lead," and warns that he "better not be counting satellites." This indicates that she has seen one recently. She is worried that doing so could put her group at risk.ĭuring another conversation, Stephanie asks Eugene how many comets he has spotted. When Eugene asks Stephanie about her community, she says that she isn't comfortable discussing it. The Commonwealth has been expanding substantially ever since. The Milton family, a highly influential political family, somehow managed to secure a few blocks for people to live. Prior to the outbreak, the Commonwealth's main community was a normal city in Ohio.ĭuring the onset of the outbreak, many of the Commonwealth's original members arrived in the area seeking safety and refuge. She was succeeded by Governor Ezekiel Sutton, who implemented equal and democratic polices. Milton was removed from office and imprisoned for her crimes against the Commonwealth and its people. The civilians and military overthrew Milton as Governor and eliminated the herd by destroying the estates with explosives. Milton ordered the military to direct the herd into the poor districts, away from the estates of the upper class. In order to quell the riots, Governor Milton summoned a herd of the undead to the Commonwealth's perimeter in order to initiate lockdown, but variants among the herd managed to climb the walls and open the gates, allowing the dead to overrun the city. The uprising resulted in Sebastian's death. An uprising occurred following an exposé written by Connie of the Commonwealth Tribune, revealing that Governor Milton's son, Sebastian, and Deputy Governor Lance Hornsby caused over forty deaths of lower class citizens. By 2022, many lower class residents began protesting the conditions of the Commonwealth. Privileges were granted to residents and their families enlisted in the Commonwealth Army. The assigned roles and social class of the residents were based on occupation and status from before the outbreak. The Commonwealth managed to recreate the old world, which also included issues of classism and police brutality within an autocratic oligarchy. The Commonwealth established an army, led by General Michael Mercer, and built a large wall around the capital, which allowed the Commonwealth safety to produce its own infrastructure.
President William Milton shortly after the outbreak, it was later led by his daughter, Governor Pamela Milton, following his passing. Allied with a sprawling network of united townships, the Commonwealth was populated with over 50,000 survivors in total.
